The Municipal Services Delivery Program is the outcome of an activity agreement between USAID/Pakistan and the Government of Sindh on 25th April 2012. USAID committed USD 66.0 million as a grant, whereas the Government of Sindh undertook to contribute PKR 926.5 million as its share.

The goal of the Program is "sustained improvement in municipal service delivery to effectively address the basic needs of citizens located in small and medium towns".
